Job Description:
The Assistant District Program Officer (ADPO), under the reporting and supervision of the District Program Officer (DPO) has to support District Program Officer (DPO) in implementation of the CESSD III annual workplan activities.
Mandatory Prerequisites:
  1. Masters degree in social sciences or related subject.
  2. Minimum 5 years experience in community mobilization.
  3. Minimum 2 years experience in education for Kohat district and in health for Peshawar district.
  4. Experience in multistakeholder coordination & networking.
  5. Demonstrated commitment, belief and experience in gender equality.
  6. Excellent interpersonal communication skills.
  7. Strong Urdu, Pashto and English writing and speaking skills.
  8. Understanding of local sociocultural context.
Responsibilities:
  1. Work for the achievement of CESSD III annual work plan activities in the assigned district. Monitor and support social services committees (Parent Teacher Councils-PTCs in education, Primary Care Management Committees-PCMCs in health) related activities implemented by implementing partner
  2. Support the management of the CESSD District Office in accordance with CESSD policy and procedures, including the CESSD staff gender policy.
  3. Supervise activities of the implementing partner (IP) in the field and support DPO in activities at district level.
  4. Coordinate project related activities with elected and appointed officials of the district, including in gender-responsive governance.
  5. Coordinate events with project staff for the capacity development of SSCs (PTCs and PCMCs), IPs, and partner department.
  6. Support compliance with the CESSD gender equality strategy, policies and guidelines.
  7. Implement district specific gender strategy in real spirit to ensure implementation of the CESSD gender strategy.
  8. Implement joint work planning done at district, and circle/tehsil level with SSCs (PTCs and PCMCs), its network, district stakeholders, including partner department, , and implementing partner.
  9. Engage in, monitor and provide support and technical assistance in the implementation of plans and activities of respective implementation partners, including in gender equality.
  10. Support IPs in assisting SSCs (PTCs and PCMCs) in developing synergies and creating linkages with the development agencies and organizations for technical and financial support.
  11. In coordination with DPO, participate in district level coordination meetings to represent CESSD work - e.g. social accountability, gender-responsive governance, and overall capacity building of elected and appointed officials.
  12. Contribute in compilation and timely sharing of regular information to the management at head office level – e.g. activity report, gender-responsive monthly work plans, monthly monitoring and progress reports, special reports, management reports, and other information required by managers including monitoring and reporting section.
  13. Planning and implementing work plan activities with the help of IPs and ensuring that relevant data is provided to ascertain the impact of program activities on the communities in the operational areas
  14. Travel within the district, tehsil, and to the communities to get engaged in and supervise, and monitor where CESSD implementing partner is working, as often as necessary.
  15. Facilitate in gathering baseline and all additional data needed for monitoring and evaluation, including gender-disaggregated data.
  16. Ensure the effective implementation of the CESSD gender equality strategy at the field level.
  17. Ensure the effective implementation of the CESSD customized sectoral gender analysis and guidelines at the district and field level. Manage the overall district responsibilities in the absence of DPO.
  18. Carry out such other tasks as the head office may determine are necessary.
