Hangu, too, has a Double Shah
PESHAWAR, Dec 17: Of late, a mysterious figure surfaced in Doaba Town village of Hangu district and became very popular with locals in next to no time.
The reason being that he pays a handsome profit to people depositing money with him. Interestingly, `Double Shah` as he is known in the area has yet to make a public appearance. He operates through his agents.
People and Doaba police told Dawn on Saturday that `Double Shah` whom no one had ever met had been paying a profit of Rs19,000 to depositors against the Rs100,000 investment within 45 days of cash payment. His agents have installed signboards and banners in the town to attract customers.
In 2007, police arrested a Pir `Double Shah`, Sibtul Hassan Shah, and his accomplices in Punjab for looting people over false promise to double their deposited money. Later, the National Accountability Bureau was tasked with investigating the fraud.
After the fraud was reported, the Securities and Exchange Commission of Pakistan began a campaign to create public awareness of fraudulent investment and loan schemes launched by private companies, non-corporate entities and individuals.
Living in Zawer Ghundai two kilometers southwest of Doaba Town village, Double Shah reportedly began his tempting scheme three years ago and has now scores of clients from Hangu and Kohat districts and Kurram Agency.
Police said they knew nothing about the mysterious person.
“We have no idea about his name and origin. What we know is that people call him Double Shah,” he said, adding that he had a network of agents operating from Kohat to lower Kurram Agency.
It is learnt that more and more people in these areas are withdrawing money from their bank accounts to put it into the money-spinning scheme offered by Double Shah, negatively impacting on the banking sector in the area.
A local banker said clients of his state-owned bank withdrew more than Rs20 million over the last two weeks to benefit from the tempting offer.
“Banks in Doaba and its adjacent area are almost on the verge of bankruptcy as a large numbers of small account holders are withdrawing cash to invest it in the Double Shah scheme,” he said, adding that if the situation persisted, banks would have to shut down their branches.
The banker said branches of the state-owned and private banks were losing clients and profits to Double Shah.
There are also reports about a growing trend of the people mortgaging their immovable and moveable properties and obtaining loans from bank on interest before giving cash to the mysterious person`s agents for big monthly profit.
A local, who wished not to be named, said he had deposited Rs300,000 with an agent of Double Shah and was getting profit on a regular basis. “The agent is the guarantor and is directly dealing with me,” he said.
Mohammad Amin, a resident of lower Kurram Agency, said he had applied for a bank loan and would deposit the money with Double Shah for high profit. He claimed people from Gujrat and Gujranwala in Punjab were also showing up for `opening accounts` with Double Shah.
Since people of Doaba and its surrounding areas are deeply religious, Double Shah`s agents are exploiting religious sentiments by circulating fatwa (decree) issued by noted Islamic scholars and clerics in favour of their business.

Karachi
The private security deployed at a bank was literally caught napping on Tuesday as yet another daylight robbery, this time in Soldier Bazaar worth Rs5.4 million, was carried out with relative ease as bandits disarmed guards while they slept on their chairs during banking hours.
Police said they had been informed of a robbery near the Patel Para Chowk of Soldier Bazaar on Tuesday afternoon. When a team of the law enforcers reached the spot, they found that four armed men had robbed the Soneri Bank branch of over five million rupees.
Investigations revealed that the robbers barged into the branch and immediately disarmed the security guard. They then proceeded to the cash counter and forced the cashier at gunpoint to open the vault.
The robbers collected the cash bags and subsequently fled from the scene of the crime. The entire deed took between eight and ten minutes. But unlike robberies in the recent past, the bandits failed to get their hands on the CCTV footage. A case was then registered on the complaint of the bank robber, Kashif Chaudhry.
SSP Raja Umer Khattab of the Crime Investigation Agency (CIA) said the negligence of the security guards allowed the robbers to loot the bank easily. He revealed that the guards were taking a nap on their chairs, which made it easy for the robbers to snatch their weapons.
The relative ease with which the recent spate of robberies has been carried out raises question marks over the effectiveness of law enforcement agencies and even private security companies to prevent these heists worth millions of rupees. On this occasion, the private security was asleep on the job, while in a separate robbery that took place last month, the weapon provided to the guard was not in working condition.
In the majority of robberies this year, which numbered 21 in total, the private security guards on duty have been disarmed with relative ease, instilling a sense of insecurity among bank customers and staff.
THREE BANK ROBBERS HELD: With bank heists occurring at an alarming rate, law enforcement agencies have stepped up their efforts to take such criminals to task. On Tuesday, the Crime Investigation Agency (CIA) claimed to have arrested three bank robbers when they sent a team to Kohat in Khyber-Pakhtunkhwa. Among those arrested was one of the gang leaders and the CIA also said it recovered arms and ammunition as well as money looted from banks.
SSP Raja Umer Khattab said that the CIA were investigating recent bank heists and had formed teams for this purpose under the supervision of DSPs Bahauddin Babar and Abdul Sattar Abro. The law enforcers were tipped off that certain members of the gang were hiding in the Kohat region of Khyber-Pakhtunkhwa. He then directed his teams to travel to Kohat and arrest the suspects.
The CIA teams set off for Kohat and based on the directions given by the informant, conducted a raid in a particular area of the region and managed to arrest a suspect named Gulab Shah. The detainee was subsequently brought back to Karachi.
The SSP said that upon being thoroughly interrogated, the suspect disclosed that the gang consists of between eight and 10 members. He also revealed that the ring leader, along with other gang members, was hiding in the Kati Pahari area of the city. Based on this information, the CIA conducted another raid and following a brief encounter, took gang leader Kamran and Sher Khan into custody.
Information extracted from these suspects led helped the police recover a looted amount of Rs827,000. The law enforcers also seized property worth Rs4.5 million that had been purchased by the bandits using money stolen from banks. Three TT pistols, the same number of repeaters, a 9mm pistol and a vehicle were also recovered during this raid.
The detained suspects were moved to the investigation unit for further interrogation. It was found that some of the weapons recovered matched those that had been snatched from security guards in previous robberies, while Gulaab Shah and Kamran were wanted in more than 10 cases.
The accused disclosed that they had been previously arrested by the police and sent to jail. However, while they were incarcerated, the bandits had a chance to regroup and reorganise their gang. When the suspects were bailed out, they hid out in the Kati Pahari area and planned future heists.
The accused confessed to looting seven banks this year, including the UBL Bank branch at Metroville on July 26. In Rizvia they robbed Faisal Bank on October25 and the North Nazimabad branch of HBL on October 6.
Other heists this year included the HBL branch in the Sharea Fasial police on October 19, Askari Bank in Gulshan, Habib Metropolitan Bank in Aziz Bhatti and HBL bank in Soldier Bazaar. The bandits used Hi-roof vans and Suzuki cars for their robberies and after committing the offence, flee back to theirs native towns in Parachinar and Kohat.
Gulaab Shah also confessed to looting Rs4.1 million from a money changer in 2008. It was also discovered that Karman alias Kami attempted to kidnap a young girl from the SITE-A area. However, when her brother Bashir Khan resisted, the suspects shot him dead and fled from the scene. Kamran was also said to be involved in the murder of Balochistan Minister Rustam Jamali, who was killed in the Sharea Faisal area.
The previous leader of the gang of the group, a man named Nasir, was arrested by the police in 2005 and jailed. However, when he supposedly fell ill in 2007, he was shifted to the Jinnah Postgraduate Medical Centre for treatment. There he managed to escape after murdering a policeman who had been deployed to keep watch over him.
The remaining members of the gang include Nasir Hussain, Latif Afridi, Irfan Afridi, Hassan Jaan, Babar Hussain, Karimullah and Iqbal alias Moota, who are hiding in Parachinaar, Kohat and Darra Adamkhel, SSP Khattab said, adding that teams had been formed to raid the areas and capture the remaining suspects.

Two killed, 11 injured in Kohat rocket attack
KOHAT: At least two policemen were killed and eleven others, including three policemen, were injured on Monday evening in a rocket attack in the Main Bazaar of Kohat. According to initial reports, at least two rockets were fired by unknown miscreants, one of which landed in Paracha market, the city’s main business centre and the other some distance away a few hours before a Muharram procession was due to pass through the area. The rocket landed in the bazaar during its peak hours. “Two rockets were fired from Darra Adam Khel. One slammed into the market and the other landed near it,” Commissioner Kohat Sahibzada Anis told the media. Rescue teams rushed to the attack site and moved the injured to a hospital while a heavy contingent of police rushed to the scene and cordoned off the area. Owing to the Muharram processions, security was at high alert and authorities had made stern security arrangements to avoid any mishap. Security arrangements were further tightened in all key cities of the country following the terrorist attack. Two suspects have been arrested so far
One policeman killed 11 injured in Kohat rockets attack
A police personnel was killed and 11 people including three police personnel were injured in rockets attack in Kohat, police and witnesses said Monday.
It is pertinent to mention here that Kohat has already been declared sensitive area on the awe of Muharram.
11 people including three police personnel were injured were shifted to Civil Hospital Kohat for treatment. Two police personnel were stated to be in serious condition.

Karachi bank robbers held in Kohat, Parachinar
KOHAT - The law enforcement agencies have claimed to have arrested two suspects involved in bank robberies in Karachi from Kohat and Parachinar, police sources said Saturday.
Police said Nasir Hussain and Gulab Shah were arrested during raids conducted in Khyber Pakhtunkhwa's Kohat and Parachinar towns, adding that they confessed to have looted at least five banks in Karachi.
Upon their indication, officials said, three more suspects were rounded up in Karachi.
Meanwhile, the commercial banking circle of the Federal Investigation Agency arrested in Karachi a ten-member group involved in drawing millions of rupees from different bank accounts using fake cheque books.
Fake stamps, documents and cheques were also recovered from their possession.

KOHAT two-day training workshop for ulema
KOHAT The government will arrange a two-day training workshop for religious scholars to remove misconceptions about polio vaccination among them.
The in-charge of Kohat branch of National Research and Development Foundation, Saad Riaz, said in a press release that they had decided to hold a training workshop for ulema so that they could persuade the parents to administer anti-polio drops to their children.
The workshop would be held at Liaquat Memorial Hospital on Dec 8. The decision for the training of the ulema was taken at a meeting chaired by the in-charge of the NRDF. The meeting was attended by Qari Akbar Ali Shah, Maulana Zainul Abideen and other prominent clerics.
