Urdu edition of Malala’s book 'will remove misconceptions'
An Urdu edition of Swat’s Nobel Peace Prize winner Malala Yousafzai’s book entitled May Hoon Malala was launched in Lahore recently but despite efforts so far neither the book nor a Pashto edition of it could be launched in Khyber Pakhtunkhwa.

Prof Khadim Hussain, head of Bacha Khan Education Trust, who attended launch of the Urdu edition of I am Malala in Lahore by Mashal Publishers, regretted that there was no edition of the book in Pakistan in Malala’s mother tongue so that her people could know about her side of the story.
“The Urdu edition would somewhat help to remove misperceptions about what Malala stands for,” he said. He added that a Pashto edition of the book was published in Afghanistan. He feared that many Pakhtuns in Pakistan might not be able to get a copy of the book or properly comprehend the Pashto read and written in Afghanistan.
Prof Khadim said that Urdu edition of the book would be helpful in explaining who really Malala was to those who spread stories and conspiracies against her.
“Malala’s story and her struggle is for enlightenment and love for humanity. She initiated a movement to educate every child and spend on education than military or defence,” he added.
Prof Hussain believed that her thoughts could bring about a change in the world about spending funds on human development and education instead of wars. He said that Malala belonged to a province where during the last few decades war had destroyed the society’s ability to hold discourse and its ability of free thinking slowly so it needed to hear her side of the story.
“If you remember, in 2015 Area Study Centre and BKET wanted to collaborate the launch of Malala’s book but provincial government intervened and stopped us from holding the event due to security reasons,” said Prof Hussain when asked if he would be holding any activity to launch the book in Peshawar.
The launch of a book was banned in a university as the provincial government feared it would invite trouble and create security issue back in 2015.
“Since Urdu is a national language and many can read and write it so it would help people to read about Malala’s philosophy. Those, who are extremists and want to impose their own opinion, and those, who are unable to access information due to such elements, would get their answer if they are able to read this book,” said Prof Khadim.
He said that it would remove many misconceptions but only if people would read the book. “However, a Pashto edition of the book in Pakistan is definitely needed so that her people could read about Malala in their own mother tongue,” he added.

protecting-environment-project-to-recycle-waste-launched-in-kohat
The provincial government has launched a new solid waste recycling plant to bring pollution down to a minimum.
This was stated in a handout issued on Monday. According to the document, this will be the second recycling plant in the country once it is made operational.
Why Kohat?
“Kohat produces about 100 tonnes of waste per day,” read the statement. “If the waste produced by the cantonment area is added, it increases to 150 tonnes.” According to the handout, the waste production will reach 400 tonnes a day by 2045 due to the ever-increasing population of the district. “As of now, the city spends roughly Rs3,000 per tonne to dispose of the waste,” it added.
Helping hand
The plant will recycle up to 500 tonnes or more of waste per day. It will also produce urea and manufacture plastic products for daily use.
The plan
The project will be made operational in two years. It is being built about six kilometres away from the city in Muhammadzai union council of PK-38 Kohat-II.
The cost of the project is about Rs180 million. About Rs80 million have been allotted for the first phase of the project, which will be completed by June 2016.
Some 432,000 square feet of land has already been acquired for the project, according to the handout. In the second phase, machinery will be installed and that will cost about Rs100 million.

Corruption case: Ehtesab Commission retains custody of MPA’s father
PESHAWAR:
The Ehtesab Commission has obtained a further three-day physical custody of Noor Daraz Khattak, father of Pakistan Tehreek-e-Insaf MPA Gul Sahib Khan. Khattak was arrested in a corruption case relating to alleged illegal appointments and contracts during his tenure as town municipal officer of Town 1 and 3.
Khattak was presented before judge Hayat Ali Shah on Monday, who was informed that the accused was arrested in a land grabbing case in Kohat. However, Khattak was later also named in another case related to alleged illegal appointments.
Additional Prosecutor General Qazi Babar Arshad told the court the case needs further investigation and holding Khattak in custody for a longer period of time would prove beneficial.
The court accepted the appeal and granted the commission custody of Khattak for three more days.
He was arrested in a land scam worth Rs250 million. During a government investigation, it was found that he was actively involved in the scam as a principal beneficiary and had grabbed 150 kanals of land.
Meanwhile, PHC adjourned a case hearing against the Ehtesab Commission Act 2014 till June 2. The case was adjourned by a division bench of Justice Waqar Ahmad Seth and Justice Roohul Amin Khan.
Gul Sahib Khan of PTI had challenged the act, asking the court to declare it ultra-vires and strike it down for being in conflict with National Accountability Bureau Ordinance 1999 and Anti-Corruption Act.
The court was also requested to declare the arrest and all proceedings in Khan’s father’s case illegal.
In the petition, the court was told that Khattak was arrested on April 17 in a corruption case without the disclosure of lawful reason of his arrest.
The petition raised several questions about the act. It asked, “whether K-P Ehtesab Act 2014 could be brought into service in the presence of NAO 1999 and ACE 1947,” and “whether any person arrested could be detained without being informed of the grounds for such arrest as enshrined in Article 10 of the Constitution.”

ECP serves notice to Imran Khan for violating election code of conduct
ISLAMABAD:
The Election Commission of Pakistan (ECP)’s on Monday issued notices to Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan to explain why he and his party had announced just days ahead of local government elections in Khyber-Pakhtunkhwa (K-P), which are due on May 30.
In addition to the notice to the PTI chief to appear in person on May 21, it directed PTI MNA and MPAs from indulging in acts that constitute pre-poll rigging and violation of the electoral body’s code of conduct.
The notice was issued after a petition was filed by a candidate running for Tehsil Council in Haripur, claiming that the PTI had announced rallies, to be headlined by Imran Khan, in various parts of the province ahead of polls.
The PTI had recently issued a programme of rallies whereby Imran is scheduled to visit Mansehra, Abbottabad and Haripur on May 19; Mardan, Kohat and Bannu on May 21; Dir, Malakhand, Swat and Buner on May 23; while Swabi, Charsada, Peshawar and Nowshera on May 26.
The ECP had recently amended its code of conduct for elections, barring all parliamentary members, the prime minister, cabinet members as well as senators from taking part in election campaigns of candidates running in any elections.
A notification issued by the ECP two weeks ago, read, “After the issuance of schedule of by-elections, the President, Prime Minister, Chairman/Deputy chairman Senate, Speakers of Assemblies, Federal Ministers and Advisors to the Prime Minister and the Chief Minister, Provincial Ministers and Advisors to the Prime Minister and the Chief Minister, Members of the National Assembly/Provincial Assembly and other public office holders will neither visit the area of any constituency nor shall openly or in secret give any subscription or donation or make promise for giving such subscription or donation to any institution of a constituency, nor shall inaugurate, commit to undertake or announce any development project of a candidate of his choice and thereby influence the results of election”.
ECP officials told The Express Tribune that while there is no bar on MNAs and MPAs from visiting their constituencies, but they cannot announce any development schemes or make any such pledges.
ECP has been minutely observing party activities and their leaders such that they could not influence results of the forthcoming by-polls but the Pakistan Tehreek-e-Insaaf (PTI) skilfully dodged the poll body last week.
By-elections are scheduled for June 8 in NA-108 (Mandi Bahauddin) and PP-196 (Multan) in Punjab and PK-56 (Mansehra) in K-P.
PTI chairman had recently addressed a rally in Multan last week and prompted the commission to look into the matter but found that the party had skilfully avoided the bar by selecting a venue that was situated outside the constituency boundaries.
“We have brought it [rally] to the notice of ECP Secretary,” a senior ECP official told The Express Tribune on Sunday. However, it was found that the venue of the rally was rally some 12km away from the constituency where by-elections are to take place.
In its notice issued on Monday, the ECP asked PTI chief and chief secretary K-P to appear before the commission on May 21.
“You are, therefore, required to explain your position on the complaint of petitioner and also appear before Hon’ble Election Commission of Pakistan in person on the above-mentioned date and time in the Election Commission Secretariat….. failing which the matter will be decided in your absence” read the notification addressing PTI chief, K-P chief and the complainant.

Kohat district gets Rs620m oil and gas royalty
The Kohat district has received over Rs620 million as royalty of oil and gas production for development work, said executive district officer, finance, Abdul Wahid Khattak while talking to Dawn on Wednesday.
He said that half of the funds had been equally distributed between the PK-37 and PK-39 constituencies while the other half was allocated for the city’s municipality limits.
The royalty funds are given by the federal government to the provincial government and then released to the gas producing district.
Similarly, MNA Shehryar Afridi’s fund of Rs120 million has also been released.
Mr Khattak said that the projects had been identified at the meetings of district development advisory committee.
Half of funds goes to PK-37, PK-39 constituencies; development projects identified
He said that work on some projects had already been started.
However, the ground situation is dismal because most of the local people in KP-37 and KP-39 are still deprived of drinking water.
In some areas, the OGDCL has spent millions of rupees on providing water through tankers, but could not lay a pipeline from Indus River to solve the problem on permanent basis.
A local elder, Fazalur Rehman, told Dawn that due to plying of hundreds of oil tankers from the oil producing areas of Kohat to Attock Refinery the roads had been turned into dirt tracks full of ditches.
Despite generating billions of rupees annually from Kohat, the government has not provided a good health facility and jobs to the local people.
Though the district has been receiving millions of rupees every year from the last 10 years, nothing has changed for the good of people.
EXPLORATION WORK: After a delay of three years the Hungarian oil exploration company, MOL, has been asked to resume work in Hangu district following security assurance by the administration and elders.
The work was suspended in Sarki Chamba Gul area due to tussle between the local people over renting land to the company and law and order situation.
Now the administration has decided to establish a checkpost in the area to ensure safety of the workers and installations.
Deputy commissioner, Hangu, chaired a meeting of the MOL company representatives, MPs and elders of the area in his office on Wednesday.
He hoped that after resumption of work the local people would get jobs.
‘VACCINE REACTION’: At least 27 children landed in hospital after they were given measles vaccine in remote Dalan area of Hangu district on Wednesday, police said.
According to Hangu police, as soon as the health staff administered vaccine to children in the girls school and a house in Dalan 27 of them collapsed.
The police said that they shifted the affected children to a local hospital where they recovered after getting treatment.
Meanwhile, five children who were administered anti-measles vaccine were brought to Liaquat Memorial Hospital, Kohat, on Wednesday.
Dr Luqman, children specialist at the LMH, told this correspondent that the children were discharged after giving them first aid. He said that the affected children were complaining of giddiness.

CM approves dental college for Kohat
Khattak approves dental college for Kohat
PESHAWAR - Khyber Pakhtunkhwa Chief Minister Pervez Khattak has accorded approval to the establishment of a full-fledged Dental College in Kohat and directed the authorities for arranging the required funds and building for the purpose.
The college named Institute of Dental Sciences will be established under Khyber Medical University equipped with all the required facilities of dentistry. It will be a teaching institute imparting MBBS and other higher education on the subject. Similarly millions of population of southern districts, it will cater for the dental treatment needs of Parachinar, Miranshah, FATA and the other side vicinities of attock and Nizampur.
To this effect a high-level meeting was held with Chief Minister Khyber Pakhtunkhwa at the chair at Chief Minister Secretariat Peshawar and attended by Health Minister Shaukat Ali Yousafzai, VC Khyber Medical University Prof Dr Mohammad HafeezUllah, Controller Dr Fazal Mehmood, Secretary Higher Education Farah Hamid, Special Secretary Health Akbar Khan and other relevant quarters of finance and law departments. The meeting reviewed in detail the needs for the establishment of the college and the hardships being faced in this regard.
The Chief Minister directed the authorities to immediately remove all the impediments in the establishment of the proposed college. It is worth a mention here that under KMU a faculty for imparting education up to MBBS in dentistry was already working at Kohat Township but due to non-existence of higher medical education and dental treatment and diagnostic facilities therein, patients of the southern districts were referred to the teaching hospitals of Peshawar, and they suffered a lot due to burden of patients on Peshawar hospitals and closure of Kohat tunnel mostly. Thus the need for a dental institute to fulfill the needs of the southern district was severely being felt; and taking notice of the same the Chief Minister paved the way to solve the long lasted problems of the local people. He nodded to utilize the building of Frontier Education Foundation Authority (FEFA) situated near the existing dental faculty at Kohat township for the purpose and directed the high ups of higher education for prompt action in this regard.
The Chief Minister also directed the relevant authorities to release a fund of Rs 85 million for the establishment of a new dental ward of 20 beds and 75 dental chairs in the college, which will enable the faculty to meet the requirements of PMDC to be a full fledge college. Besides it will also enable the Institute thereafter to provide treatment and check-up facilities to hundreds of dental patients daily.
It was told on the occasion that besides facilities of teaching, research and treatment, the institute will have nine different specialties of dental surgery; and as such it will provide additional treatment facilities to the patients of the Divisional Headquarters Hospital as well. Talking to the participants the Chief Minister said that establishment of the dental college was a component of the Health Emergency Program of the provincial government which would cater for both the treatment and teaching requirements of the people of southern district simultaneously. He said that provision of better health and education facilities to the people ranked at the top of the provincial government priority list and all the available resources would be utilized for the purpose. However, he said, instead of hallow slogans and mere lip services like the past regimes, our government will make realistic and practicable decisions. The Chief Minister vowed that besides efforts to curb corruption and change the system, the provincial government would also focus on the public welfare at the same time.
